Please, i need laminate flooring help ?

Ok so we are going to put laminate flooring in our condo. We found some bruce engineered laminate for 1.10 a sq foot but the only thing is that it is only 6mm. My husband was ready to buy it but once I pointed out that it was too thin he is now reconsidering. We went to the major stores and compared the engineered laminate that we were ready to buy to the ones at the store and the difference was that the engineered at the stores was 8mm. Is there really much in the difference of the thickness? Also we have founf some other laminate that is 8mm but is some brand we dont recognize. The manufacturers warranty is of 20 years and it has a score of 2 in regards to product ranking by who ever it is that ranks laminate floor quality. So then we also went to this other place that sells laminate and we have found a 12mm laminate (since it is 12mm it must have the padding already correct?) that we are considering because it is 1.69 sq. We are trying to stay as close to our budget as we can. We would be laying this laminate in our living room, stairs, and kitchen.
Do brands really matter?
If we buy laminate that already has the padding attached to it do we still need to put padding underneath the laminate if the laminate is going directly above cement? i know we have to put that thin plastic that is like a weather guard.
what brands do you recomend. I know pergo and bruce are good brands but they are way out of our price range.
